James, Astronom, geb. zu Georgetown in Columbia, [* 3] diente 1827-33 in der Kriegsmarine der Vereinigten Staaten, [* 4] studierte dann zu Charlottesville und Paris [* 5] Mathematik und Physik, ward 1836 Assistent beim Depot of Charts and Instruments zu Washington [* 6] und bald darauf Direktor dieser Anstalt. Im J. 1842 erwirkte er beim Kongreß die Gründung des Naval Observatory zu Washington und befehligte 1849-52 die United States Naval Astronomical Expedition to the Southern Hemisphere. 1861 ward er Direktor der Marinesternwarte zu Washington und starb daselbst. Er schrieb: »Report on the erection of the depot of charts and instruments« (Washingt. 1845);
»Magnetical and meteorological observations« (das. 1845);
»Astronomical observations« (das. 1846);
»The United States Naval Astronomical Expedition to the Southern Hemisphere during the years 1849-52« (das. 1855-59, 6 Bde.).
